Current rule VII, item "E": E. A substitute runner may, at the opposing coach's option, be allowed for injured or hurting players under the following guidelines. (This rule recognizes that some players may be able to play and hit but would be severely hampered by base running.)

1. If the injured player's team has more than ten (10) players, one of the players not playing shall be the substitute runner. In this case a substitute runner cannot be an extra hitter.

2. If the team has ten (10) or fewer players, then the coach allowing the substitution shall choose the substitute runner from a player who would not have a batting conflict while functioning as a runner.

3. If, after the start of the game, an injury occurs that hampers the player's running ability, and if the injured player's team has extra hitters and no one on the bench, then, the coach allowing the substitution shall choose the substitute runner from a player who would not have a batting conflict while functioning as a runner.

4. If a substitute is allowed at one point in the game for a particular player, the substitute must be allowed at any other time in that game for the same player
Proposed change or new rule
Use a "base burglar" for pinch runner. In ISA, you may designate a player not in the current lineup to be a "base burglar."

This person may pinch run for any player ONCE per inning.

The use of the burglar must be announced prior to start of the game.

The burglar may enter the lineup as a normal batting player as a substitute, but when this happens, the team loses the ability to use a base burglar (ie, you may not specify another player to be the burglar.)
